An EB-5 regional center is an entity established under the guidelines of the EB-5 Immigrant Investor Program, a U.S. government program that encourages new investment in job-creating projects. To qualify as a regional center, an entity must submit an I-956 application to United States Citizenship and Immigration Services (USCIS) for approval.
Regional Centers Current Status
In March 2022, Congress enacted the Reform and Integrity Act, which reauthorized and revamped the system governing regional centers — entities that pool investments from foreign visa applicants to promote job growth in the United States.

A USCIS Designated EB-5 Regional Center
OUR REGIONAL CENTER
Great Southwest Regional Center, LLC received its designation as an EB-5 Regional Center by the “Department of Homeland Security” and the “United States Citizenship and Immigration Services” (USCIS) in 2012 and has the authority to offer investment opportunities to qualified foreign investors who wish to invest in our Regional Center projects in Texas.
Great Southwest Regional Center, LLC also acts as a service agent organization for investors and companies looking to complete a project under the EB-5 Program.
The EB-5 immigrant investor visa program is a jobs creation program in the United States designed to attract foreign investment. It offers an opportunity for foreign nationals to achieve permanent residence (a Green Card) in the United States for themselves and their family if they make an investment of at least $800,000 with an approved EB-5 regional center.
Great Southwest Regional Center, LLC was incorporated on October 26, 2010 to operate as a regional center under the EB-5 Investor Visa Program («EB-5 Program»). GSWRC was designated as a regional center by USCIS on May 9, 2012.
In its designation letter, GSWRC was approved to engage in the development, management and operation of home healthcare service enterprises (NAICS 621610) within Harris County of Texas. On February 2, 2015, GSWRC received approval from the USCIS adding 67 Counties and approval for industry category Support Activities for Oil and Gas Operations (NAICS 213112).
The Regional Center will:
Monitor the performance of the funds extended to the project;
Monitor the employment statistics credited to each subject project for EB-5 investor purposes;
Establish and monitor guidelines for ongoing economic viability;
Manage relationships with immigration agencies to assure that EB-5 investors are recruited efficiently and ethically;
File all required reports with the USCIS for the project.

Frost Rains Holdings, LLC was established in Texas in 2011. The company has vast experience in Private Equity and also in Project & Real Estate Development. The company has acquired and developed numerous properties in the West Texas Permian Oil Basin. Salt Water Disposal facilities (SWDs), Freshwater Stations and Water Recycling Operations have all been integral components of these project properties.
Frost Rains Holdings, LLC has raised and managed a significant amount of capital throughout the past decade including both domestic private equity and international immigrant investor capital for Oil and Gas Services projects involving the USCIS EB-5 Program.

Robert Frost
Chairman of the Board and CEO
From 1973 to present, Mr. Frost has held key sales and management positions with several nationally known corporations in the computer, market research, and pharmaceutical industries, such as Computer Micrographics, Inc., International Data Corporation and Merck-Medco.
Mr. Frost founded Principal Performance Group, Inc. in 1997 and initially developed the concept of the “ERISA Medical Bill Review and Audit”, and has extensive knowledge about the Employee Retirement Income Security Act (ERISA) regulations as it pertains to health benefit plans. He has been called upon by attorneys involved in ERISA litigation to provide expert testimony about hospital overcharges and inaccuracies in medical billing. Mr. Frost has been recognized as an expert witness in medical bill reviews by multiple courts, both state and federal.
In 2010, Mr. Frost and his brother Kenneth, founded Great Southwest Regional Center, LLC, receiving its credentials from the United States Citizenship Immigration Services (USCIS) as a Designated Regional Center in 2012.
For nine years Mr. Frost served on the Board of Directors of the West Texas A&M University Foundation and is its past President.
He currently serves as Chairman Emeritus of the Board of Directors of the Combat Helicopter Pilots Association (CHPA), a veterans organization headquartered in Washington, DC.
Mr. Frost is a decorated combat veteran. He served a tour of duty as a combat helicopter pilot in Vietnam where he was awarded the Bronze Star.
Mr. Frost is a graduate of West Texas State University and he later earned an MBA in Business Management from the University of Dallas.
Kenneth Frost
President and COO
Mr. Frost became a fully licensed Registered Representative with Dean, Witter, Reynolds, Inc. in 1984. Having held Securities Series 7, 63, and 66 licenses, along with a Group I Insurance license, he brings to the company over 30 years of financial services industry experience, having worked in numerous senior level positions with several prestigious major brokerage firms.
As a Senior Vice-President with Legg, Mason, Wood,Walker, Inc., now Smith Barney, Mr. Frost worked with international and institutional clients in addition to high net worth individual investors. While at Legg Mason, he was considered a retirement plan expert and post- retirement specialist. During his tenure as FirstVice-President with Bank ofAmerica, he was the central Texas region’s top producer and leading representative in Fund Strategies, Bank of America’s mutual fund fee-based program launched in 2000.
While a Senior Vice-President at Paine Webber, Inc., now UBS, he served on the highly acclaimed International Focus Committee in New York City and was a member of the prestigious President’s Club and Board of Director’s Club. Throughout the years, Mr. Frost has sharpened his international investing skills while extensively traveling to financial centers throughout the world including London, Zurich, Cayman Islands, Latin America, Asia and the Middle East.
Mr. Frost attended The University of Texas Arlington, El Centro College and The University of Texas Austin McCombs School of Business.
